Former President of the American College of Construction Lawyers. Has deep Government Contract and construction experience starting with service as a Judge Advocate Captain with the USAF assigned to the Armed Services Board of Contract Appeals and as General Counsel for a major US general construction contractor.
Has been sole arbitrator on office buildings, public utilities, residential developments, schools, transmission towers, national franchise agreements agreements and P3 roads and tunnels. In 2017, was chosen by the Supreme Court of the Bahamas to be sole arbitrator in a resort development dispute in Freeport, The Bahamas.
Service also as panel member, consolidation arbitrator, and emergency arbitrator.
As advocate, has arbitrated cases involving fiber optics, power plants, hospitals, retirement homes, hotels and resorts, office buildings, beach bulkheads, retail developments, roads and rails. Represented the Government of Barbados in its 400 room Hilton Hotel construction dispute with the prime contractor. Represented the Owner in a resort development dispute in St. Lucia. Represented the general contractor against a resort developer to a successful $5 million arbitration award and through enforcement action in the Turks & Caicos. The case was eventually heard before the Privy Council in London and a landmark decision was rendered in favor of the client. Recent arbitration involved representation of USA engineers in Joint Venture against road building subcontractor on 100 km Afghanistan project.
Has testified as expert witness, in open court on construction contracts in the District of Columbia and in Grenada.
